EOC blockaded in-place 501(c)(3) rescue forces eager to collaborate with government agencies to save lives in peril due to Hurricane Florence. Dr. Perrodin interviewed Katie Pechon and Jamie Hough of Triton Relief Group to obtain true, at times horrific, accounts of rescue efforts attempting to assist the Carolinas. WHAT IS TRITON RELIEF GROUP? Triton Relief Group (TRG) is a non-profit, registered, 501(c)(3) organization committed to our goal of providing a helping hand, where it's needed, through rescue, charity, donations and support. TRG has morphed from rescue to providing relief efforts; delivering food, water, medicine and much more. It has a huge store of experience and wisdom with several members with military training and numerous special certifications. WHAT IS A 501(c)(3) AND WHY DOES THAT MATTER? Being "501(c)(3)" means that a particular nonprofit organization has been approved by the Internal Revenue Service as a tax-exempt, charitable organization. "Charitable" is broadly defined as being established for purposes that are religious, educational, charitable, scientific, literary, testing for public safety, fostering of national or international amateur sports, or prevention of cruelty to animals and children. Triton Relief Group ensures that all donations to support the organization are diligently routed to supporting the boots-on-ground efforts of the rescuers – from diesel fuel to meals for weary rescuers. As the organization skillfully uses technology, it has very little overhead and dispatchers work from their homes, not an office complex. WHAT HAS IMPROVED IN RESCUES SINCE LAST YEAR? Katie quickly noted the technology app, Zello, has sharply improved to allow for confidential communications and that TRG follows FEMA response protocols preventing an overlap of rescue dispatches with other agencies. TRG also has a more efficient ticket system and conducts background checks on all members. Despite these gains, significant barriers arose… WHAT IS WORSE THAN RESCUES LAST YEAR? Katie and Jamie, a boat captain who had conducted numerous rescues in Hurricane Harvey, agreed that government EOC, or Emergency Operation Centers, were passively refusing to cooperate with TRG – to the point where TRG had numerous boats in the Carolinas before flooding impacted communities. It's difficult to determine the root bottlenecks in EOC as state governors were openly supportive of not-for-profit rescue forces assisting local municipalities. Through his first-hand stories, Jamie expressed frustration that local governments would call for help, but then refuse to accept it and not explicitly state concerns of liability or, as Dr. Perrodin suggests, perhaps FEMA’s EOC’s stubbornness was due to the agency’s unwillingness to admit that it could not maintain the “social contract” of the government being able to protect its citizens. Dr. Perrodin believes the hesitation resides at the federal level of FEMA EOC and is manifested at sub-levels through informal directives. The 10th Amendment appears to have supported previous large-scale civilian rescues forces on 09/11/01 and again with Hurricane Harvey in 2017 - both of those with much less technical resources, expertise and scalability of Triton Relief Group. WHAT IF WE OUTLAW CIVILIAN RESCUE FORCES? David warns that if civilian rescue forces are no longer allowed to exist that our country becomes immediately weaker and less able to mobilize and scale in response to sentinel disasters. HOW CAN FEMA SURVIVE? Katie noted that her organization is not trying to work against EOCs. I argue that FEMA has become outdated and should be struck from the record and a totally new agency installed in its place to embrace the inventory of, and connecting of, all available resources. NEW YORK DAILY NEWS – SCHOOLS ARE INVESTING IN WAR-ZONE TRAUMA KITS IN CASE A SHOOTING HAPPENS. (The following article was written by Megan Cerullo on June 13, 2018). “School is a battlefield. Some schools are investing in war-zone trauma kits to stop gunshot victims from bleeding to death. The medical kits — which contain tourniquets, medicated gauze, coagulant to stop bleeding and other medical supplies, and generally cost between $40 and $100 — could help school staff and students treat the wounded before professional help arrives. The initiative has gained traction after a recent spate of school shootings, including a February massacre at Marjory Stoneman Douglas Smith High School in Parkland, Fla., that killed 17 people. Suffolk County school districts started stocking kits this year, accompanied by training in how to apply tourniquets and dress wounds. The Central Bucks, Chester County and Lower Merion school districts in Pennsylvania will also equip their schools with kits this fall, The Philadelphia Inquirer reported. School safety experts say the medical kits — tested on the battlefield in Iraq and Afghanistan — could be deployed for various uses, including sports injuries or science lab explosions, not just in the case of a school shooting. “Yes, tools like these might come into play in a school shooting, but they also may be relevant to a sports activity or other special event setting where someone is accidentally injured,” said Ken Trump, the president of National School Safety and Security Services. Dr. Matt Levy of Stop the Bleed, a movement dedicated to stopping preventable deaths, called the incidence of gun violence in schools an “unfortunate truth of modern society.” He said stocking the medical kits could play a part in keeping child gunshot victims alive, but that the kits alone are by no means a solution to preventing gun-related deaths in schools. “We have only minutes if someone is bleeding from an extremity to get them to a trauma center,” Levy told the Daily News. “If bystanders, who we call immediate responders, can render immediate aid before professional help arrives, that would help,” he said. “This doesn’t address the societal issues around shootings, we are just trying to get after the injuries we can do something about.” Levy added that kit sales have gone up since Stop the Bleed began selling them about a year ago. He said the organization’s site sees an uptick in traffic every time there is a high-profile shooting. Critics argue that efforts should instead be focused on finding ways to report threats in a timely manner. School safety expert David Perrodin said there was a push to bring supply kits into schools in 2007 after a gunman killed 32 people on Virginia Tech’s campus in Blacksburg, Va. “It took a long time to clear the building for first responders to come inside,” he said. “So there was a long delay in bringing supplies into the building.” First responders often arrive before school shooting situations end and are equipped with materials designed to stop victims from bleeding to death, he said. He claims marketers are behind the move to introduce the kits into schools as they compete for grant money dedicated to improving school safety nationwide. “I have never learned of a situation where this has been applied by anyone working in a school,” he said. “I don’t think this is realistic at all.” “EMS and fire have modified their response, and they get tactical gear and units into schools quicker than in the past. So this is just clever marketing,” he said. Instead, he thinks schools should invest resources in “severely underfunded” reporting systems. “We know in recent events that shooters had posted to social media and people were well aware of their intentions, but we didn’t have a reporting system that encouraged students to break their code of silence.”
WHITE HOUSE LAUNCHES “STOP THE BLEED” CAMPAIGN. In October, 2015, the White House launched its “Stop the Bleed” campaign – a special national initiative designed to provide bystanders with the tools and knowledge to stop life-threatening bleeding. It is intended to cultivate grassroots efforts that encourage bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives. DR. PERRODIN’S REASONS FOR CHALLENGING PLACING ADVANCED TRAUMA KITS IN SCHOOLS. David explains five reasons why he is not an advocate of schools spending dollars on medical trauma kits. His primary reason is that staff and students should remain in secured areas until the building is “cleared” by law enforcement. Having staff rush into hallways to treat victims could place them in the direct path of an intruder. He also argues that threat detection research is underfunded and little is known on how to break the youth "code of silence" which prevents youth from bringing forward information that would prevent an attack. SANCTUARY CITY. In the United States and Canada, a sanctuary city is a city that limits its cooperation with the national government in order to help people who are in the country illegally avoid deportation. Such people are frequently described as illegal immigrants or undocumented immigrants. ICE. U.S. Immigration and Customs Enforcement (ICE) is an American federal law enforcement agency under the United States Department of Homeland Security (DHS) responsible for identifying, investigating, and dismantling vulnerabilities regarding the nation's border, economic, transportation, and infrastructure security. TOM’S ANALYSIS OF THIS SITUATION. “Sanctuary cities is a big issue throughout the country and this discussion speaks on exactly what is being asked of local law enforcement in regards to criminal aliens versus the false narrative that local cops are being asked by the Feds to turn into mini ICE agents to enforcement immigration law.” He shares stories of major success with the ICE detainer process at LAPD in a so-called sanctuary city. THE 30-SECOND PHONE CALL. Tom indicates that Title 8 1373 USC requires local police and government employees to fully cooperate with ICE. That 1996 bill is at the crux of sanctuary city posturing as to be compliant with Title 8 1373 USC, non-ICE local law enforcement would need to place a 30-second phone call to ICE 2 hours before a criminal alien was to be released from jail. CALL ICE, YOU GO TO JAIL. Tom explains that California passed a law two years ago called the TRUST Act which prohibits local police from contacting ICE for most types of arrests. Hence, a local police officer could be arrested for contacting ICE if he detained a criminal alien for a substantial offense. Dylan Allman is a rising political scholar alarmed by the growth of government and its invasion into personal privacy as protected by the 4th Amendment of the Constitution of the United States of America. POLAR POSITIONS REGARDING THE PATRIOT ACT. During this riveting interview, Mr. Allman challenges the tenets of the Patriot Act, something that host Dr. Perrodin has openly supported for its assumed function of removing barriers to the exchange of threat leakage information between law enforcement agencies. Dr. Perrodin also believes that government surveillance thwarts countless threats aimed at the American people – things we never read or hear about due to the classified nature of such operations. Yet, Dr. Perrodin admits that his belief is perhaps a reality created by his own positionality and that such covert operations will never, by function, be transparent to the populace. BE SKEPTICAL. Mr. Allman introduces deeper skepticism to the conversation, implying that Dr. Perrodin seek to better inform his position about the value that the NSA, and like, organizations that might not authentically contribute to safety. Both Mr. Allman and Dr. Perrodin find themselves questioning the purpose of the Patriot Act as peaceful protests, from streets to college campuses, are rapidly eroding into riots between persons subscribed to “The Left” or “The Right” – a pattern that seemingly would be suppressed by the knowledge skimmed by the National Security Agency (NSA) and other covert government organizations purposed with identifying and stopping terrorism. MASS MEDIA DELIBERATELY AROUSING PUBLIC FEAR? Has the mass media purposely saturated Americans with feelings of fear and insecurity and have we become so distanced from the constructs of the Founding Fathers that the Constitution has taken a backseat to Executive Orders? PERSONAL SAFETY. Ultimately, this earnest discussion positions personal safety in the capable hands of the people and beckons all listeners to not only preserve the remnants of their rights, but to restore the rights granted to the states, localities and citizens by the Founding Fathers. NON-AGGRESSION. Both men embrace the non-aggression principle and liberty via the ballot and not the bullet. Search and Rescue dogs (and their handlers) are incredible assets to locating missing individuals. However, a poorly executed search effort is a distinct possibility as the “Professional” rescue teams are compromised by the well-intentioned, but amateur handlers that are, with concerning frequency, self-dispatching to incident venues and interfering with evidence and overall efficiency of time-sensitive operations. I interviewed Jennifer Fritton, Search and Rescue Dog handler, to learn more about the training and protocols for deployment of a search and rescue dog. While one would assume that rescue dogs are deemed such through a standardized training and competency assessment, that’s only a partially accurate statement. Efforts to move toward standardized baseline credentials are underway, but there remains variation between how dogs are trained and how dogs are deemed qualified to participate in various search and rescue scenes. IMMEDIATE ACTIONS TO TAKE IF A CHILD WANDERS AWAY: Jennifer clarified that school staff should mobilize and go to “probable” and “high-risk” areas with their cell phones per the direction of a principal or designee. This can be done prior to the arrival of law enforcement. Although such a step makes sense, it might not be considered by the school administrator who is preparing to interface with policy and emergency responders, sharing a description of the child, perhaps sharing main points from the child’s IEP (for example, is the child non-verbal?), and trying to identify a staging area. These are crucial steps. However, Jennifer noted that awareness of certain rescue profiles have proven effective in searches. For example, she shared that children with autism might gravitate to bodies of water, railroad tracks and tall objects, such as towers. She added that children with autism have been located within large machinery and buildings. On the other hand, a person with dementia tends to be linear and will try to overcome a barrier, such as a fence, rather than navigating around it. Still, someone expressing harm to self is likely to stay within 1000 feet of a known road or trail. The biggest take-aways from my interview with Ms. Fritton where as follows: 1) SAR professionals must work under the direction of law enforcement. Self-dispatch is a problem and must be mitigated as best as possible. 2) Don’t wait for the law enforcement to arrive to dispatch personnel to “high probability” locations. The people you dispatch aren’t technically searchers, but are more likely to serve in the role of interceptors or to simply observe a sign of the missing subject, such as a mitten. 3) Make staff aware of what to anticipate in the event that a SAR occurs at the school premises. Also, educate staff on their roles and also the need to avoid rallying a rescue crowd to help with a by-foot search. If necessary, the police will coordinate such efforts. 4) If you are interested in learning more about being a member of a SAR team, perhaps in the role of a support to the team or as a handler, it is best to inquire with local law enforcement in order to be directed to the “professional” teams that are contacted by police relative to persons or teams that maintain engaging websites and abide by less formal protocols.
